§ 10-4. Statement of policy.

  • The town is charged with the explicit and/or implicit duty and responsibility to protect the welfare of the citizens, visitors and patrons of the town. As such, it is hereby declared and acknowledged that animals which run large and are, therefore, not under the control of their owner, caretaker, or similar person, pose an undue threat to persons and/or property and implicate legitimate safety, sanitation, and health concerns. Hence, the proscription against such animals running at large is necessary for the protection of the general public. Moreover, the town government recognizes that it has the authority to regulate animals running at large pursuant to R.S. 33:2771 et seq. and 33:1236.
